He actively fosters an environment that prioritizes patient-centered, culturally sensitive care in clinical skills labs and when guiding international nursing students at the clinical practicum.
I and other Filipino representatives from various Nordic countries proudly nominate Floro Cubelo for his outstanding contributions and unwavering commitment to the internationally educated nursing community, particularly in the Nordic Region. Floro Cubelo has dedicated himself to establishing the Filipino Nurses Association in the Nordic Region, which has had a profound impact on the lives of internationally educated nurses (IENs) who arrived in Finland, Sweden, Denmark, Iceland, Norway, Greenland, and the Faroe Islands. His exemplary work aligns perfectly with the criteria for this prestigious recognition.

Support and Guidance: Floro Cubelo has been a beacon of support and guidance for newly arrived IENs in the Nordic Region. He understands the challenges they face and ensures their successful assimilation and adjustment to their new environment and workplace. He provides valuable insights and assistance to help them navigate the complexities of their new surroundings. He has given information through public and virtual presentations on the ways to become qualified Registered Nurses upon their arrival due to the different pathways they take upon arrival.

Mentor and Coach: Floro serves as a mentor and coach to IENs and fellow Filipino nurses, helping them set and achieve their professional goals. He empowers them to grow and excel in their careers, fostering a spirit of continuous learning and improvement within the nursing community. In the establishment of the FiNAN, he helped his representative colleagues take master's degree programs in leadership roles to strengthen the image of Filipino Nurses in the clinical and academic fields.

Advocate and Voice: As an advocate, Floro Cubelo fearlessly speaks up for the welfare of internationally educated nurses in the Nordic Region. He tackles critical issues such as discrimination, racism, unequal remuneration, and deskilling, using tactfulness, respect, and awareness of proper channels to address and resolve these challenges. He has chaired two important panel discussions at the World Health Summit where he addressed issues on nurse migration and deskilling.

Role Model: Floro is a true role model, showcasing compassion and exceptional nursing practice in all his endeavors. He was the first Asian in Finland at a very young age to be appointed as the Head of the Degree Programme in Nursing at Oulu University of Applied Sciences.

Compassionate Care: He actively fosters an environment that prioritizes patient-centered, culturally sensitive care in clinical skills labs and when guiding international nursing students at the clinical practicum.

Ethical Behavior and Professional Development: Floro Cubelo has been instrumental in establishing an environment that respects the needs of international nursing students where language barriers can be a great ethical concern in patient communication between colleagues and patients' family members. He teaches ICN Code of Ethics and Ethics for Nurses in Finland to the students.

Motivator: Through his shared vision and enthusiasm, Floro motivates his IEN peers and Finnish colleagues teaching foreign nursing students to strive for better outcomes, both for themselves and the patients they serve. He ignites a passion for nursing and inspires others to excel in their roles.

Image Enhancement: Floro has played a pivotal role in enhancing the image of IENs, not only within his organization but on a global stage. He exemplifies the qualities of a world-class nurse, elevating the profession and demonstrating its importance in the healthcare field through public discussion.

Floro Cubelo's tireless efforts, compassion, and advocacy have made a significant impact on the lives of internationally educated nurses in the Nordic Region. He embodies the qualities and criteria outlined for this nomination, and his work has far-reaching effects, improving the nursing profession and healthcare outcomes for all.
