Joining the Philippine Coast Guard (PCG) in 2017 as an Enlisted Personnel, Ensign Caganda demonstrated persistent dedication during critical assignments, which enabled him to qualify for a Nurse Officer position in the Philippine Coast Guard. He subsequently served in quarantine facilities during the height of the COVID-19 pandemic.

In his current role as Deputy Chief of Staff for Personnel Management at the Headquarters Coast Guard Nursing Service he continues to exemplify leadership and compassion. Ensign Caganda’s extraordinary commitment to patient care was profoundly evident in a recent case where he played a significant role in the recovery of a stroke survivor. Tasked with providing home care, Ensign Caganda went beyond his formal responsibilities. His contributions included managing nasogastric tube insertion and feeding, administering intravenous medications, facilitating physical therapy, and ensuring the patient’s nutritional needs were met.

Despite his demanding schedule, he approached every task with patience, empathy, and professionalism. The patient's family recalls how Ensign Caganda not only fulfilled his nursing duties but also became a beacon of hope and support.
