CPT Jalandoni and other medical personnel ensured that requirements such as infection control measures, safety, and protection of patients and personnel are properly implemented.
When the World Health Organization (WHO) declared COVID-19 a pandemic, the President of the Republic of the Philippines subsequently pronounced a Public Health Emergency. In response, the Headquarters Philippine Army activated the Disaster Response Task Group (DRTG) on which is responsible for the conduct of Humanitarian Assistance & Disaster Response Operations within Fort Bonifacio camp and the frontline unit in the fight against the dreaded COVID-19. With its health-centric implications, PA Medical Service officers were tapped as one of the prime movers of DRTG. As a Trauma Nurse, CPT Jalandoni, in addition to his individual duties, was designated as the Assistant Medical Treatment Facility Officer.
Under the DRTG, PA, and as Head Nurse, Army General Hospital, CPTJalandoni has been a leading proponent in the construction of a makeshift Triage Area for COVID-19 in front of the Emergency Room, AGH. He and other medical personnel ensured that requirements such as infection control measures, safety, and protection of patients and personnel are properly implemented. He effectively and efficiently leads triage operations to assess, refer, and transfer patients to the higher echelon of medical care in the AFP Medical Center. Furthermore, he leads the daunting task of initial rapid testing of all personnel of Headquarters in the early months of the COVID-19 pandemic.
CPTJalandoni continues to be instrumental in the assessment, transport, follow-up treatment, quarantine monitoring, facility inspection, reporting of cases and other requirements of Philippine Army officers, enlisted and civilian personnel, a task which continues to expose him and his colleagues to the hazards of contracting the same disease which he endeavors to protect others from. He tirelessly coordinates not only among medical personnel and other medical institutions but also patiently assists all the needs of quarantined PA officers and personnel. This made him the recipient of compliments and words of gratitude among superiors, colleagues, and other personnel.
These accomplishments and notable traits speak of his untiring devotion to duty; zeal in the performance of his mandated task; and more importantly, initiative, which is constrained by unprecedented time, and yet achieves not only the unit's mission but remains instrumental in providing a successful medical response during this COVID-19 Public Health Emergency.
