Patricia Butler, DNP, RNC-OB, C-EFM, NEA-BC
Captain Patricia D. Butler exemplifies the very essence of DAISY Leadership—compassion grounded in clinical excellence, leadership exercised with integrity, and a lifetime commitment to strengthening nursing practice and patient care. Across more than 30 years of service, CAPT Butler has demonstrated sustained, transformational leadership that has shaped outcomes for patients, empowered nurses, and advanced the Military Health System at the enterprise level.
As Chief Nursing Officer and Director for Nursing Services at U.S. Naval Hospital Guam, CAPT Butler provides executive oversight for more than 120 nurses delivering care to over 23,000 beneficiaries across Guam and Micronesia. In one of Navy Medicine’s most operationally complex and resource-constrained environments, she ensures safe, reliable care for warfighters, families, and regional partners while maintaining readiness for forces transiting the Indo-Pacific. Her leadership following Super Typhoon Mawar was instrumental in stabilizing operations, mitigating workforce burnout, and sustaining high-acuity services during recovery efforts.
CAPT Butler’s influence extends well beyond a single command. As the Navy Surgeon General’s Maternal-Infant and Neonatal Critical Care Nursing Specialty Leader, she led enterprise-wide standardization initiatives that improved quality and safety across the Military Health System. Her work drove policy change affecting tens of thousands of Sailors and Marines and strengthened female force readiness through evidence-based perinatal and critical care practices adopted across diverse clinical environments.
A recognized clinician-scholar and advocate for evidence-based practice, CAPT Butler has received multiple Department of Defense, Military Health System, and Rear Admiral awards for innovation, quality, and scholarship. In 2025, she was selected as the Military Health System Nursing Readiness Excellence Award recipient in the Senior Military category, recognizing her sustained contributions to operational readiness, clinical excellence, and nursing leadership across the enterprise.
