We are honored to nominate Ms. Panome Soukamneuth for the DAISY Nurse Leader Award in recognition of her exemplary leadership, dedication, and outstanding contribution to the Naval Branch Health Clinic Kearny Mesa. Ms. Soukamneuth's natural leadership abilities and unwavering commitment to excellence have set her apart as a standout figure within our organization. As the Senior Nurse Officer, Ms. Soukamneuth has demonstrated exceptional proficiency in managing the provider schedule template with meticulous attention to detail, ensuring compliance with DHA standards. Under her guidance, the clinic achieved an impressive overall template utilization rate above 90%, solidifying its position as one of the highest-performing clinics within the Directorate for Branch Clinic (DBC). In addition, Ms. Soukamneuth assisted in hiring 2 new primary care providers and several supporting staff which increased clinic enrollment access to care by additional 2600 and overall improve enrollment catchment rate saving over a $1M in healthcare services cost to the government. Ms. Soukamneuth's exceptional leadership as the Interim Supply Officer for more than 12 months has been nothing short of a transformation for our clinic. Her strategic acumen and proactive approach have had a profound impact on operational efficiency. Responsible for managing over 170k in OPTAR funds and medical supplies, Ms. Soukamneuth implements such as the First-in-first-out (FIFO) system to optimize resource utilization based on expiration dates, showcasing her commitment to efficiency, resource management, and saving clinic approximately 100k of medical waste over 12-month period. Furthermore, her exemplary oversight of $277k in medical equipment during the recent USNS Mercy deployment in the absence of the department head underscores her outstanding accountability and dedication to safeguarding government assets. She also coordinated the Paper Record Tracking (PRT) project, converting over 1k paper records from CHCS to the new tracking system, enhancing patient access to their own medical records while solidifying HIPAA compliance. Ms. Soukamneuth's visionary leadership and meticulous attention to detail have set a new standard for excellence at our clinic.
