This year, we are proud to recommend Ms MARCELLE D CARTONEROS CIV HR, an exemplary nurse designated as Assistant Head Nurse at Intensive Care Unit (ICU) as the Civilian Human Resource of the Year, CY 2025, a tribute to her exceptional dedication, professional ethics, and remarkable attitude to work.

The subject Civ HR is a nurse who serves not only with competence but with compassion, commitment, and quiet grace. She demonstrates an unwavering dedication and heartfelt service that deeply impacted the hearts of the patients, significant others, and even colleagues. She has so much enthusiasm and has a great deal of interest and love in her work. In a high-stress environment, where emotions were high and hope was flickering, the subject CHR, stepped in not only with clinical competence but with extraordinary compassion. Her calm and reassuring presence became a comfort blanket for both the patient and the family, and suits her role in providing the best quality care to patients, may it be military personnel, military dependents or authorized civilians. Coming from not just one patient, “She possesses all these qualities: Integrity, Commitment, Advocacy, Respect, and Excellence.” She was also described by another patient as “well knowledgeable, kind, and respectful”.

Being a person of integrity is an essential element of nursing. The subject CHR has exhibited this principle as one of her core values in providing care to patients. She holds fast to all foundational ethical principles, moral values and standards of care in nursing practice.  She serves as an advocate to patients and a mediator to the doctors and other health care professionals from various disciplines in order to deliver the best possible patient care and come up to an improved decision-making. In the words of the patient, “She is respectful, excellent, and an advocate to patients like me. In situations where my family is far and I need someone to care, she was there, committed to give the best care that she can”.

She ensures that patients have the right to make decisions about their own health, promoting patient equality, preserving patients’ dignity, and speaking on behalf of patients to safeguard the level of care they deserve. She is fervent in delivering competent care, carrying out treatment plans, educating the patients, listening intently to patients’ thoughts and concerns, offering explanations regarding diagnostics, treatment, and procedures, clarifying and answering patients’ questions, ensuring safety, and securing comprehensive documentation. The subject CHR demonstrates genuine dedication and commitment to patients through putting the patient’s well-being as the utmost priority. Being in the forefront in dealing with various cases of the patients, her untiring effort to attend to the patient, provide the best care, and extend her service were never given a second thought. She never complains, nor refuses the request of her colleagues and her head nurse whenever a staffing problem arises. The subject CHR shows respect not only to her colleagues, to other people and most especially to all patients she handled. She observes the rights and responsibilities of the patients. She exercises confidentiality and displays utmost respect to the vital role of the patient in making decisions for their own health and body.

As the Assistant Head Nurse of the ICU, she has shown diligence not only in patient care but also supporting the smooth operations of the unit. She helps in improving ICU routines, collaborates with other sections and areas to ensure proper coordination of care, and assists in maintaining quality and safety standards. She also takes time to guide and mentor other nurses, midwives, and nursing attendants, sharing her knowledge and encouraging teamwork within the unit. Her involvement in unit and command activities reflects her willingness to contribute beyond her assigned duties, making her a reliable team player and an asset to the hospital.

Moreover, Ms. Cartoneros is an avid learner. She continuously seeks opportunities for professional advancement to remain at the forefront and to stay abreast of the latest medical advancements and nursing practice. This advanced training equipped her with enhanced knowledge and clinical expertise in the assessment, stabilization, and management of trauma patients. This specialization not only demonstrates her dedication to continuous professional development but also strengthens the capability of this unit to deliver quality, timely, and life-saving care to Philippine Air Force. Overall, these trainings reflect her commitment to maintaining a high level of expertise in nursing care, quality improvement, and emergency response. She also generously shares this knowledge with her colleagues, fostering an environment of growth and collaboration.

As a testament to her significant contributions and unwavering dedication, she has received several Commendation letters from CO, AFGH and Chief Nurse Air Force and a Well Done Award by Wing Commander, 520th ABW. Aside from these recognitions, she has been consistently recognized for her exemplary nursing service. She was consecutively awarded the Patients’ Choice Award for June-July 2024, September-October 2024, and October – November 2024. Most notably, she is also one of the latest recipients of the prestigious DAISY Award in the Philippine Air Force Nursing Service, a testament to her exceptional clinical skills and compassionate approach to care.
